Gabbard Targets "Money Laundering" Scheme: DNI Orders Review of Alleged Biden-Ukraine Pay-to-Play

Director of National Intelligence Tulsi Gabbard has officially pulled back the curtain on what could be one of the most significant corruption scandals in modern American history. Reports indicate that Gabbard has ordered a high-level review of declassified intelligence alleging that U.S. taxpayer funds, earmarked as "aid" for Ukraine, were systematically diverted to bankroll the Democratic National Committee and Joe Biden’s 2024 reelection efforts.

The investigation focuses on a declassified intelligence summary detailing raw intercepts from late 2022. According to officials familiar with the matter, the records suggest a sophisticated "laundry" operation designed to bypass oversight and funnel millions back into the pockets of the American Left.

A "Political Pipeline" Disguised as Infrastructure

The intelligence paints a damning picture of collusion between Ukrainian officials and U.S. personnel within the U.S. Agency for International Development (USAID) in Kyiv. The scheme allegedly utilized a sham infrastructure project as a front for the massive redirection of capital.

The declassified summary is explicit in its description of the strategy:

“The Ukrainian Government and unspecified U.S. Government personnel, through USAID in Kyiv, reportedly developed a plan that would provide hundreds of millions of U.S. taxpayer dollars to fund an infrastructure project for Ukraine that would be used as a cover to send approximately 90% of funds allocated to the DNC to fund Joe Biden’s reelection campaign.”

To ensure the money could never be recovered by the Treasury, the architects of the plan reportedly relied on bureaucratic inertia.

“They were confident the project would be funded initially, even though at some time in the future the project would be disapproved as unnecessary,” the report added. “At this time, the money would already be allocated and impossible to return or use for a different purpose.”

Layers of Deception

The investigation, first reported by Just The News, suggests that the plan used complex subcontracting layers to "darken" the money trail. Two American subcontractors were reportedly referenced in the intercepts, though their identities remain shielded by redactions in the current declassified version.

Per the summary:

“The plan included details of how subcontractors would be funded through U.S. companies so that how the funds were spent and allocated would be difficult to track. Additionally, contracts would be executed that would be difficult to verify.”

Gabbard’s team has noted a disturbing lack of follow-up on these intercepts during the Biden administration, raising questions about whether the previous Department of Justice and intelligence community intentionally buried evidence to protect the sitting president. Notably, officials have clarified that these intercepts are not believed to be the product of Russian disinformation.

Trump Maintains Confidence in Gabbard Amid Policy Nuance

These revelations come as President Donald J. Trump continues to navigate a complex foreign policy landscape, including negotiations with Ukrainian President Volodymyr Zelenskyy to bring a swift end to the conflict with Russia.

While the investigation into the "Biden-Ukraine pipeline" intensifies, President Trump recently addressed his working relationship with DNI Gabbard. Speaking to reporters on Air Force One, the President acknowledged that while he and Gabbard may have differing perspectives on specific foreign policy threats—such as the timeline of the Iranian nuclear threat—his confidence in her leadership remains steadfast.

“I would say that I am very strong on the fact that I don’t want Iran to have a nuclear weapon because if they had a nuclear weapon they’d use it immediately. I think she’s probably a little softer on that issue, but that’s okay. Some people are,” President Trump stated.

When asked if he still maintained confidence in his DNI, the President was unequivocal:

“Yeah, sure. I mean she’s a little bit different in her thought process than me, but that doesn’t make somebody not available to serve.”

As Gabbard moves forward with the USAID review, the potential for criminal referrals to the FBI looms large. For a nation weary of "forever wars" and unaccountable foreign spending, the findings of this review may finally provide the transparency the American taxpayer deserves.
