Johnson Says House Will Surge in January, Push ‘Aggressive Affordability Agenda’
House Speaker Mike Johnson signaled a major legislative push beginning January 1, announcing that House Republicans are preparing to move swiftly to enshrine a large portion of President Donald J. Trump’s executive actions into federal law.
Speaking Tuesday, Johnson said Republicans intend to codify as many as 150 executive orders issued by President Trump as part of what he described as a broad, aggressive effort focused on affordability and cost-of-living relief for Americans.
“You’re going to see an aggressive affordability agenda, and we’re going to see continued codification of the President’s executive orders. A very aggressive legislative agenda coming right out of the gates in January. We’re going to continue to work, for example, on health care to continue to bring costs down for the American people, to bring down the cost of living overall,” Johnson declared.
Johnson explained that while President Trump has issued close to 200 executive orders, congressional leaders believe roughly 150 can be formally enacted into law, ensuring their durability beyond executive action alone.
“He’s up to about 200 of those [orders], probably about 150 of them are codifiable by Congress and we’re working steadily through that list. You’re going to see us delivering for the American people while the effects of that giant piece of legislation that we did on July 4th, got signed on July 4th, comes into implementation,” Johnson added.
The Speaker emphasized that coordination between the House and the White House remains constant, underscoring the urgency of the agenda.
“So much more, much more yet to do and the President and I talk about that almost every day and he’s excited about it and I am,” the Speaker added.

The renewed legislative momentum comes as the Trump administration intensifies its public messaging on affordability ahead of the midterm election cycle. Vice President JD Vance traveled to Pennsylvania on Tuesday, delivering remarks focused on the economy and rising household costs.
Vance spoke near Allentown, reinforcing President Trump’s economic message after a similar appearance in Mount Pocono, as administration officials continue to frame affordability as a defining issue of the second Trump term.
“President Trump has made enormous strides in reversing the affordability crisis left behind by Democrats. From the historic working families tax cuts to over $18 trillion worth of investment in America, the benefits of the Trump economic agenda have only begun to kick in and there is more work to be done in the new year,” a Vance spokesperson told the outlet in announcing Vance’s upcoming travels.
“Expect Vice President Vance to emphasize the fact that making America affordable again is the number one priority of the Trump administration,” the spokesperson said, per the outlet.
President Trump is expected to expand his domestic travel schedule in 2026 as his team sharpens its economic message heading into the midterms. That strategy is expected to rely heavily on Vice President Vance, who administration insiders view as one of the White House’s most effective communicators on economic and cultural issues.
Sources familiar with internal planning say Vance will play a central role in reinforcing the administration’s cost-of-living narrative, particularly as Republicans seek to contrast Trump’s policies with the economic record left by Democrats.
President Trump has leaned into that contrast, recently declaring himself the “affordability president” following historic agreements with pharmaceutical companies aimed at lowering prescription drug prices. He has also urged Republicans to more forcefully communicate evidence that prices are falling nationwide.
Earlier this month, Trump signed an executive order rolling back tariffs on a wide range of grocery staples — including beef, coffee, tomatoes, and bananas — a move designed to ease food costs and deliver on his pledge to make everyday life more affordable for American families.
The order exempts certain imported agricultural products from reciprocal tariffs imposed under prior trade actions, reflecting the administration’s broader effort to balance strong trade policy with immediate consumer relief.
