Report: Soros Foundations Sent $80M to Groups Linked to Domestic Extremism
A bombshell investigation has revealed that George Soros’s Open Society Foundations (OSF) — now led alongside his son Alexander — have steered more than $80 million since 2016 to organizations tied to extremist violence, domestic terrorism, and even foreign terrorist networks.
The Capital Research Center (CRC) report exposes how Soros’s philanthropy blurred into complicity, with at least $23 million routed to seven U.S.-based groups engaged in acts the FBI defines as domestic terrorism — including property destruction, sabotage, and deliberate economic disruption.
Among the recipients:
- The Center for Third World Organizing and its militant partner, the Ruckus Society, both involved in destructive protest tactics during the 2020 riots.
- The Sunrise Movement, which openly supported the Antifa-linked Stop Cop City campaign. That effort has led to more than 40 terrorism charges and over 60 racketeering indictments against activists.
OSF also poured $18 million into the Movement for Black Lives, which helped draft a radical activist guide that glorified Hamas’s October 7, 2023 terrorist attack on Israel while advising militants on how to use fake IDs, stage blockades, and shut down commerce.
Internationally, Soros’s money reached the West Bank, where more than $2.3 million went to Al-Haq, a controversial NGO long accused of ties to the Popular Front for the Liberation of Palestine (PFLP) — a U.S.- and EU-designated terrorist organization.
The Biden-era State Department dragged its feet, but in September 2025, the U.S. government finally sanctioned Al-Haq for running campaigns that “directly engaged in the ICC’s illegitimate targeting of Israel.” That sanction means Soros’s flagship foundation had been financing an entity now officially blacklisted by Washington.

A Pattern of Funding Extremism
According to CRC, OSF grants reached at least 54 organizations that:
- Assisted domestic terrorism inside the U.S.
- Endorsed or partnered with foreign terrorist groups.
- Provided direct or indirect material support to pro-terror causes.
“This investigation documents how Open Society’s philanthropy blurs into complicity—fueling groups that celebrate violent uprisings, train militants, and endorse terrorist movements,” the report warns. It calls for urgent action from Congress, federal investigators, and the IRS.
CRC emphasized that U.S. law prohibits nonprofits from retaining tax-exempt status if they fund or facilitate criminal activity, including unlawful blockades and property seizures. The report argues OSF’s activity shows a “systemic pattern” that could justify racketeering charges and the revocation of tax privileges.
Trump Signals Action
President Donald J. Trump has already made clear that Soros is on his radar:
“We’re going to look into Soros because I think it’s a RICO case against him and other people,” Trump said in a recent Fox News interview.
Republican lawmakers are also preparing to push back. Several have floated revoking OSF’s nonprofit status, potentially cutting off billions in tax advantages.
OSF has predictably rejected the allegations, insisting it “does not support or fund violent protests” and labeling threats of prosecution as “outrageous.”
But CRC’s evidence suggests otherwise — and the stakes are enormous. If the federal government determines OSF knowingly financed domestic terrorism or foreign terror groups, the foundation could face loss of tax exemption, civil penalties, or criminal prosecution under federal RICO and material support statutes.
“The evidence is stark,” CRC concluded. “Open Society has financed groups that glorify violence, destabilize societies, and partner with organizations that are openly hostile to the United States and its allies.”
With over $25 billion in assets, Soros’s network remains one of the world’s largest private foundations. The question now is whether the Trump administration and Congress will finally hold it accountable.
