Trump 2026 Budget Will Cut Programs That Incentivize Illegal Immigration: Report
President Donald Trump’s 2026 budget proposal aims to eliminate funding for numerous federal programs that are seen as “incentivizing” illegal immigration, according to an exclusive report published Friday.
The Blaze reported that the proposed budget cuts align with Trump’s broader campaign promise to curb illegal immigration by reducing not only the number of undocumented individuals in the U.S. but also the allure of entering the country unlawfully.
As illegal border crossings reach historic lows, Trump’s administration is acting to remove what it refers to as incentives that encourage unlawful entry. A memo obtained exclusively by Blaze News highlights that taxpayer-funded initiatives are being specifically targeted.

Among these are programs the administration claims undermine the necessity of learning English and instead provide education services specifically designed for undocumented migrants. These efforts are criticized as being ideologically motivated.
While this proposed budget is distinct from any active budgetary discussions in Congress, it lays out a clear vision of the administration’s priorities and serves as a framework for future legislation, according to The Blaze.
“President Trump is committed to eliminating the funding of our own invasion,” the memo declares. “The President’s FY 2026 Budget fully funds a strong border, mass deportation, and stops the endless stream of benefits to illegal aliens given preference over American citizens.”
Among the programs slated for elimination is the English Language Acquisition initiative. The memo criticizes it for promoting educational equity and multilingualism instead of prioritizing English as the nation's primary language.
Under the Biden administration, this program was reportedly used to channel educational resources to undocumented immigrants, all while advancing what the memo describes as “divisive ideological indoctrination in the classroom.” Scrapping this program alone would save an estimated $890 million, according to the report.
Also on the chopping block are the Adult Education and Family Literacy Act and Migrant Education and Special Programs for Migrant Students, which are expected to save $729 million and $428 million, respectively. These initiatives offer services to illegal immigrants and, in the administration’s view, promote “radical diversity, equity, and inclusion” (DEI) values.
The proposal also seeks to terminate the Shelter and Services Program operated by the Department of Homeland Security. The memo states that this program has “significantly enabled illegal migration” by offering shelter and transportation in Democrat-led sanctuary jurisdictions. Ending it could yield an additional $650 million in savings.
Furthermore, the budget calls for a $3.5 billion reduction in Migration and Refugee Assistance, a State Department program the Trump administration argues has supported migration based on “mostly bogus refugee status.”
Altogether, these proposed cuts are projected to save U.S. taxpayers approximately $5.6 billion per year, according to The Blaze.
In a related development, earlier this week, Border Czar Tom Homan hinted that local officials in self-proclaimed “sanctuary cities” might face arrest by federal immigration agents for “harboring” illegal immigrants.
While speaking with a reporter outside the White House about a new executive order threatening to defund sanctuary jurisdictions, Homan was asked why leaders who protect undocumented migrants — “actually, terrorists” in the reporter’s words — shouldn’t be arrested.
Homan, with a slight grin, paused before responding, “Wait ’til you see what’s coming.”

Homan has long cautioned — even before Trump took office — that the administration is fully committed to mass deportations and that those who assist in shielding undocumented individuals should be ready to face legal consequences.
During an interview last weekend, following the arrest of two judges accused of helping illegal migrants evade federal immigration enforcement, Homan remarked that such developments should come as no surprise.
