Concerns have emerged about who was truly making critical decisions during former President Joe Biden’s time in office following accusations from a government watchdog that his administration relied on an autopen to sign nearly all of his executive orders.
An autopen is an electromechanical device that precisely replicates a person’s signature. It is occasionally utilized by U.S. presidents and other top officials to authorize numerous documents without personally signing each one.
Although its use is legally permissible in certain instances, employing it for key legal documents has sparked debates regarding transparency and authenticity, especially when oversight appears unclear.
According to an analysis conducted by the Oversight Project, an initiative of the conservative Heritage Foundation, every document carrying Biden’s signature—except for the letter announcing his withdrawal from the 2024 presidential race—seems to have been executed using an autopen.
These findings have fueled concerns about Biden’s cognitive health and whether unelected officials were making major decisions on his behalf.
The Oversight Project shared images of Biden’s signatures on X, stating, “WHOEVER CONTROLLED THE AUTOPEN CONTROLLED THE PRESIDENCY.” The watchdog asserted that significant executive actions—including directives, orders, and pardons—were likely authorized without Biden’s direct involvement.
The group further noted that the letter in which Biden officially withdrew from the 2024 race appeared to bear a signature distinct from those on previous documents.
Amid increasing scrutiny from Republicans and transparency advocates, calls have intensified for Congress to investigate who managed Biden’s executive decisions and whether the public was misled about who was truly governing the nation.
Missouri Attorney General Andrew Bailey urged the U.S. Department of Justice to probe whether Biden’s advisors concealed his cognitive decline to advance a progressive agenda.
Bailey publicly stated that many of Biden’s final policy decisions are “legally void” and suggested that officials may have taken advantage of his condition to issue directives without his explicit consent.
“By now, Biden’s mental decline is famous,” Bailey wrote in a letter to Inspector General Michael E. Horowitz. “Under the 25th Amendment, his inability to make decisions should have meant a succession of power.”
He further claimed that the policies implemented by Biden’s staff were “aggressively much farther to the left” and should be overturned.
“Who has been running the country for the last few years?” Bailey questioned in his letter. “I fear that Mr. Biden… was a mere puppet for far-left, unelected staffers. The people deserve to know the truth.”
House Speaker Mike Johnson (R-La.) referenced an earlier incident this year that added to speculation that Biden was not personally authorizing executive orders or leading his own administration.
Johnson recounted that when he met with Biden in the Oval Office in 2024, the then-president did not recall issuing an executive order that halted LNG shipments to Europe.
During an interview on Bari Weiss’ podcast “Honestly” for The Free Press, Johnson disclosed this encounter for the first time publicly, asserting that Biden “has not been in charge for some time” based on his “personal observation” during their interactions.
Although the Wall Street Journal had initially reported this account in June using anonymous sources, Johnson’s firsthand confirmation reignited discussions.
When pressed by Weiss, Johnson elaborated on how Biden’s aides repeatedly denied his requests to meet with the president in January 2024, citing “big national concerns” that they claimed occupied his attention.
Johnson explained that Biden’s staff ultimately relented due to mounting media pressure, granting him an Oval Office meeting—though it did not proceed as expected.
“I show up and I realize it’s actually an ambush ’cause it’s not just me and the president,” Johnson remarked. “It’s also Kamala Harris, Chuck Schumer, Hakeem, you know, The CIA Director.”
Johnson described how the group quickly shifted the conversation to Ukraine funding after he asked for a private discussion with Biden, visibly unsettling the president’s staff. Once alone in the Oval Office, Johnson questioned Biden about his decision to halt LNG exports.
“I cannot answer this from my constituents in Louisiana,” Johnson recalled telling Biden. “Sir, why did you pause LNG exports to Europe? Liquefied natural gas is in great demand by our allies. Why would you do that? Cause you understand we just talked about Ukraine, you understand you are fueling Vladimir Putin’s war machine, because they gotta get their gas from him.”
Biden’s response left Johnson stunned: “I didn’t do that.”
“He genuinely did not know what he had signed,” Johnson later reflected. “And I walked out of that meeting with fear and loathing because I thought, ‘We are in serious trouble—who is running the country?’ Like, I don’t know who put the paper in front of him, but he didn’t know.”
